Field notes

Completeness is not incentive application readiness

Why a nearly finished checklist can still hide a blocker.

A useful distinction

Document completeness describes how much information has been collected. Incentive application readiness also depends on whether the right evidence, required approvals and review gates have been satisfied.

The 82% example

A fictional project has its proposal, applicant information and cost records, but lacks a required technical assessment. Even with most items complete, that one missing assessment can stop the package from moving forward.

Turn a gap into an action

Name the requirement, assign the responsible person, record what is needed and show the next step. A percentage is never a substitute for judgment.

Respect decision authority

The applicant approves its submission, professionals make determinations within their disciplines and the administrator decides the outcome. A workflow status cannot replace those roles.

Educational introduction only. Check current authoritative requirements and get appropriate professional advice for a specific project.
